Command buildflowmap builds the flow-map page's WebAssembly (module web/flowmap, GOOS=js) and writes what server/flowmap embeds: flowmap.wasm.gz (gzip, no name, no time: reproducible) and wasm_exec.js (from the toolchain that built it).

Package cli is the wctr-relay command line: the relay daemon (serve) and the teacher's client of its control API, in one cobra tree.

Package statedir lays out the relay's state directory: the control-plane state, the admin token, the session-token signing keys, the internal CA, the audit log and the admin socket.
