Package github provides a thin REST client for the GitHub API, scoped to the endpoints needed to discover the latest versions of GitHub Actions.

Package tools registers the MCP tools exposed by the server and contains the version-comparison logic that backs them.

Package workflow parses GitHub Actions workflow YAML to extract the external actions it references (the `uses:` clauses), without depending on a full YAML library — a focused regexp is sufficient and avoids a heavy dependency.
