Overview ¶
Package runtime composes explicit notifications. It never initializes state.

ValidatePreparedSetupPolicy validates a strict in-memory preparation candidate with the same runtime parser; this never supplies production runtime defaults.

ValidateSetupPolicy uses the runtime's exact partial rate defaults and strict canonical global reader. Inputs belong to trusted installer composition. It never initializes state, creates configuration or invokes native code.

New allocates one Service. It performs no filesystem writes or state opens; an empty GlobalConfig uses the shared read-only path resolver.

Close refuses new work and drains all calls, including replay lookups. No background worker or shared open file resource survives the drain.

Options are trusted process configuration, never tool arguments. Empty paths select stable production locations. Seams permit offline private-root tests.

Status separates operator configuration from offline installed eligibility. It never opens the journal/spool or invokes native capability/permission probes.
