Package restore implements the ctx permission restore subcommand.
It restores file permissions from a previously saved snapshot.
Cmd returns the "ctx permission restore" subcommand.
Returns:
- *cobra.Command: Configured restore subcommand
Run resets settings.local.json from the golden image.
Parameters:
- cmd: Cobra command for output
Returns:
- error: Non-nil on read/write/parse failure or missing golden file
