Package root implements the ctx resume command.
It resumes context hooks for the current session after they have been
paused.
Cmd returns the top-level "ctx resume" command.
Returns:
- *cobra.Command: Configured resume command
Run executes the resume command.
Parameters:
- cmd: Cobra command for output
- sessionID: Session ID from flag (empty to read from stdin)
