func NewSSHBootstrapper(pool *sshinfra.Pool, channel *machinechannelservice.Service) machinesetup.Bootstrapper
NewSSHBootstrapper wires the CLI's in-process SSH bootstrap runner behind the machinesetup.Bootstrapper contract so httpapi can trigger bootstrap without importing the cli package.
