func MakeCommand(globalParamsGetter func() configcmd.GlobalParams) *cobra.Command
MakeCommand returns a hidden top-level `experimental` command with hidden subcommands. Neither the parent nor its children appear in any --help output; they are intentionally undocumented pending a feature flag decision.
