TicketStore returns a store over the resolved tickets directory, scoped to the project it serves so parent/dep/link IDs namespaced by the central store resolve (see FileStore.Resolve).

func TicketsDirAndProject() (string, string)

TicketsDirAndProject resolves the tickets directory and the project it holds: the project the repo — --repo when set, else the working directory — owns in the central store. That is the only store tk resolves.
