func DeployManifest(ctx context.Context, deps cliruntime.Deps, manifest *projectconfig.Manifest, path string, out, errOut io.Writer) error
DeployManifest applies a manifest already loaded from path, as "config deploy" does, and prints the apply report. out and errOut must not be nil.
