BuildWorkflowSpec constructs a WorkflowSpec from a WorkloadRun (shared logic between controller and CLI).

It returns an error when the workload-object labels cannot be composed — for example when workloadMetadata names the gang scheduler's queue key with a different queue than gangScheduler configures.
