Load returns the configuration with XDG-compliant defaults

ToolPath resolves the binary to exec for a host tool (kubectl, helm, k3d, helmfile, k9s): OBOL_<TOOL> env override → obol-managed BinDir copy → version-compatible copy on $PATH. When nothing usable exists it returns <BinDir>/<name>, so callers' existing not-found handling still applies. See internal/tools for the policy and installer.
