Init patches the default OpenClaw instance with agent capabilities: monetize RBAC bindings and HEARTBEAT.md for periodic reconciliation. The actual OpenClaw deployment is created by openclaw.SetupDefault() during `obol stack up`; Init() adds the agent superpowers on top.
