This tool creates topic and subscriptions on Cloud Pub/Sub emulator.

$ cpubsubc -h
Usage of cpubsubc:
  -project string
        Specify Google Cloud Project ID
  -subscription value
        Specify Cloud Pub/Sub subscription name
  -topic string
        Specify Cloud Pub/Sub topic name
Must set specify "PUBSUB_EMULATOR_HOST" as an Environment variable
