generate-update-manifest maintains the signed update manifest published to the Zaparoo CDN. It is the only writer of that document: releases enter the manifest through an explicit promote, leave through a withdraw, and have their automatic rollout adjusted in place, with a monotonic generation counter stamped on every publish.
