func OSSBootstrapProjectDriver(cfg *models.Config, projectID string) *models.DriverCredentials
OSSBootstrapProjectDriver returns fixed starter-project credentials for first boot when the system database engine matches a supported OSS layout. There is no global PROJECT_DB_* template.
