NewTaskPublisher creates a TaskPublisher that sends events via EventObjectSender. Every changed event is stamped with vaultName in Task.Vault; consumers that share one topic across vaults (agent-task-executor) filter on it. frontmatter["target_vault"] remains the routing field for results.
