CorrelatePolicy updates the IngressAllowedBy/EgressAllowedBy fields on the provided flow. notifyEPID is the endpoint the datapath reported the verdict at, zero if the notification carried none, and takes precedence over the ID derived from the flow, which is unset for the host endpoint.
