Decrypt decrypts base64(nonce || ciphertext || tag) produced by Encrypt.

func Encrypt(key, plaintext []byte) (string, error)

Encrypt encrypts plaintext using AES-256-GCM. Returns base64(nonce || ciphertext || tag). Key MUST be 32 bytes for AES-256.
