governance

Overview ¶

Package governance hosts recipes for the `governance` category — files & policies that govern collaboration. The license recipe drops a canonical SPDX license at repo root; the codeowners recipe drops `.github/CODEOWNERS`. Both are pure file-write recipes with no external prereqs.
