func OutputFleetTable(statuses []statussvc.ClusterStatus, elapsed time.Duration) error
OutputFleetTable renders the fleet status. The human path uses the render design system (status tokens, summary chips, a next-step hint); `-o plain` keeps the uncolored tab-separated table for grep/awk.
