EnsureAPIEndpointConfigMap creates or updates the cp-api-endpoint ConfigMap in the child cluster with the control plane API server endpoint information. If regionalClient is non-nil, it is used to fetch the kubeconfig secret (for regional children whose kubeconfig lives on the regional cluster rather than the management cluster).
