CleanupOrphanedClusterDeployments removes ClusterDeployment objects that are no longer referenced in the Colony spec but still exist in the status. Returns (hasPendingDeletions, error) - hasPendingDeletions is true if there are still ClusterDeployments being deleted that require a requeue.

DeletePVCForClusterDeployment deletes the PVC associated with a ClusterDeployment. It first tries the management cluster. If the PVC is not found there, it checks whether a regional cluster exists in the namespace (by label kof-cluster-role=regional) and tries deleting the PVC on the regional cluster instead. If the regional client cannot be resolved (e.g. kubeconfig secret already deleted), the error is logged and nil is returned — the PVC is likely already gone with the regional cluster.
