func MigrateVPAEmptyPatch(ctx context.Context, c client.Client, log logr.Logger) error

MigrateVPAEmptyPatch performs an empty patch updates to VerticalPodAutoscaler resources, that are elighible to adopt the InPlaceOrRecreate update mode, but are filtered out, because of the Resource Manager's alwaysUpdate=false configuration.
