SetMemoryLimit sets GOMEMLIMIT to 90% of the cgroup memory limit and refreshes it every minute to follow in-place pod resizes. A GOMEMLIMIT env var takes precedence; AUTOMEMLIMIT=<ratio> changes the ratio and AUTOMEMLIMIT=off disables it.
