ExecTool executes a tool with the given arguments. approved runs it as user-approved (like the extension bridge after an approval); otherwise --format json reports approval_required instead of running a call the approval policy would gate.

ValidateTool validates if a command is allowed for execution. A disallowed command, or disabled tools, returns an error so the exit code gates a shell conditional like `infer tools validate "$cmd" && eval "$cmd"`.
