func AuthenticatedOnlyAuthorizer() authorizer.Authorizer
AuthenticatedOnlyAuthorizer allows any authenticated, non-anonymous user. SCAR is a self-review — the caller only asks about themselves — so the access graph, not the authorizer, decides what the answer contains.
