Package otlp plugs the framework's OTLP export in: the product's traces and the metrics the framework derives from them, each signal kept in a durable queue of its own — the SDK's app/forward over its data/queue, in the data directory, or on the product's database when otlp-database names one, which needs framework/app/queue too — and forwarded to an OpenTelemetry collector over OTLP/HTTP, retried on a backoff, a Retry-After waited in full. A product that declares app.OTLP imports it:

A product that declares no export does not, and links none of that forwarder, queue or exporter; a program that declares one without it is refused at the start, the refusal naming this import (CodeSubsystemMissing). framework/app does not import it (ADR 0179 step 10): kit gen writes the line for a designed product, and a hand-written one writes it.
