Reconciler watches Repository CRs and manages the porch-server in-memory cache:

• On Create/startup: requeues until the repo is Ready, then opens it.
• On spec change (generation bump): re-opens the repository.
• On deletion (DeletionTimestamp set): evicts from cache and removes finalizer.
