ApplyReadOnlyResolutionDefaults sets the process defaults of a model server: the lock is checked, never written (ENGMOD_LOCK=check), and cached modules are reused without registry lookups (ENGMOD_MODULE_CACHE=reuse), unless the environment already sets them.
