IgnoreLegacyToggle keeps old single-toggle callbacks from becoming agent turns. Native form cards commit their complete selection on the submit action.

Normalize preserves legacy session-delete cards supplied by downstream hosts. It leaves unrelated cards untouched and never mutates the source card.
