func MetricsProxyRestartSpec()
MetricsProxyRestartSpec registers the control plane restart test for the metrics proxy integration. On every start the syncer re-applies the deletion protection policy for the metrics APIService. Once the policy exists that apply changes nothing, and the control plane used to crash-loop waiting for a cache update that never came (ENGCP-1458).
The spec deletes the control plane pod, so the suite connection is dead afterwards. Register it after the other metrics proxy specs.

MetricsProxySpec registers metrics proxy integration tests. The vCluster must be configured with integrations.metricsServer.enabled: true and the host cluster must have metrics-server installed (handled by MetricsProxyVCluster's preSetup).
