Retracted: v1.3.1 was published, then the tag was re-pointed onto different code.
It first resolved to c374a4f2, whose go.mod required pulsar v1.9.1; five
minutes later the tag was moved to 243d2d3a, which requires pulsar v1.9.2.
That is a real dependency change, so BOTH recorded hashes differ:

(A later fleet-wide history rewrite re-parented 243d2d3a to 686efc68. That
left the tree byte-identical, so it did not move the hashes again — only the
pulsar bump did.)
proxy.golang.org and sum.golang.org still serve and notarise the FIRST
content and always will: a published version is immutable to them, so the
first body of code is what v1.3.1 means to anyone outside this org. Builds
that go through the proxy and builds that go direct to GitHub therefore
disagree, and the direct ones only appear to work because GOPRIVATE skips
the checksum database. That is a checksum SECURITY ERROR waiting for the
first consumer who builds without our GOPRIVATE.
A version whose checksum is not a stable identity must not be selected by
anything new, and the answer to a moved tag is a new version, never a
re-pointed one. Use v1.3.2 or later, which carry the pulsar v1.9.2 go.mod
and are stable at a single hash.
