Enabled returns true when ENABLE_DBMS is truthy or .dbms-enabled exists.
func ListenAndServe ¶
ListenAndServe starts the PostgreSQL web UI (Adminer-style). If addr is empty, uses DBMS_ADDR, then ADDR, then ":5050".
