InitOTLPExporter initializes OpenTelemetry Protocol (OTLP) exporter if OTEL_EXPORTER_OTLP_ENDPOINT environment variable is set. This allows metrics to be exported to an OTLP collector while keeping Prometheus scraping unchanged.
