CompressPlan compresses plan bytes and returns a base64-encoded string

func DecompressPlan 

func DecompressPlan(encodedPlan string) ([]byte, error)

DecompressPlan decodes and decompresses a base64-encoded plan content. Use this when you have the encoded string returned by CompressPlan. If your storage already decoded base64 and only kept the raw gzip bytes, decompress those bytes directly instead.
