FormatDOCAVersion normalizes a raw DOCA build version to the user-facing semver used for compatibility checks. The first digit of the patchbuild component becomes the patch version. Anything after a dash in the raw version is ignored before parsing. e.g. 3.0.0058 becomes 3.0.0, 2.9.3008 becomes 2.9.3, 3.3.0202-1.5 becomes 3.3.0
