数据访问轻量件——缓存抽象与进程内缓存、分片定时任务。

能做什么

• NewChecker：后台刷新 + failTTL 降级 + inflight 合并（同 key 并发只刷一次）
• LocalCache/SingleFlightCache：进程内缓存，LRU O(1)、TOCTOU 已修复
• Key 构造：UserKey/TenantKey/HashKey 统一 key 规范
