ErrPipelineRunNotStarted reports that a PipelineRun could not be moved out of its pending state, so it is definitely not running in the cluster. Callers holding a concurrency slot on its behalf must release it, otherwise the slot is never freed: only a completed PipelineRun releases one, and this one never started.
