Provider implements IBM Cloud CAPI installation.

DestroyBootstrap destroys the remaining temporary bootstrap resources.

Ignition provisions the IBM Cloud COS Bucket and Object containing the Ignition based configuration. The Bootstrap ignition data is too large to be passed as userdata to the IBM Cloud VPC VSI, so instead it is pulled from COS.
