EnsureThanosQueriersConnectedToPromSidecars ensures that all Thanos queriers are connected to all Prometheus sidecars before fetching the alerts. This avoids retrieving partial data (possibly with gaps) when after an upgrade, one of the Prometheus sidecars hasn't been reconnected yet to the Thanos queriers.
