FormatSecurityScopeTitle formats security scope changes as "scheme/scope"
func IsSecurityScopeChange ¶
IsSecurityScopeChange checks if this is a security scope change where Property contains scheme name and New/Original contains scope value. We need to be restrictive to avoid false positives on other change types.
