Committer is the subset of *git.Client the commit command consumes: load the author list for the form, detect the current branch for the issue-hint prefill, and write the commit. Declared here (the consuming package) rather than in package git so the command owns its git surface and tests can substitute a fake — mirrors the pruner / BranchClient pattern elsewhere in cmd/.
