func New(cfg config.IssueTrackerConfig) (tracker.Tracker, error)

New creates a Forgejo adapter from cfg. URL is the instance root (e.g. https://codeberg.org); a trailing /api/v1 is tolerated.

A URL carrying userinfo (https://user:pass@host) means the instance sits behind an HTTP Basic auth gate (a reverse proxy). Those credentials go in the Authorization header for the gate, and the Forgejo token is sent as the `token` query parameter instead — the only other place Forgejo reads it.
