func NewInstallID() string
NewInstallID mints a locally generated install id for a machine that has none (no install script ever recorded the website's id). It is used as the PostHog distinct id for the feature-flag lookup and for the browser's analytics identity, so download/install stitching works on that machine too. The "local-" prefix marks it as locally minted — see EnsureInstallID in internal/server, which is what must never report it as a stitched install.
