Package lifecycle registers pre/post update lifecycle hook flags.
Register adds lifecycle domain flags to the root command.
Parameters:
- rootCmd: Root Cobra command.
Specs returns lifecycle domain flag metadata with static defaults.
Returns:
- []spec.FlagSpec: Lifecycle flag specifications.
