EnforceOverridePolicy validates that intent-level overrides comply with the stack's override policy. Returns nil if no policy is set (all overrides allowed) or if all overrides are valid.

MergeStackResources merges stack-provided profiles, triggers, and override policy into the normalized intent. Stack profiles serve as defaults; intent profiles override. Stack triggers are appended after intent triggers (intent triggers match first).
