func EncodeCACerts(certs []CACert) ([]byte, error)

EncodeCACerts encodes a slice of CACerts as a concatenated PEM bundle. It is the inverse of ParseCACerts. Returns nil for an empty slice so callers can treat nil as "no certificates configured".
