DescribeTagAttachmentV2ById queries the tag binding of a single tag key on a single resource via GetResources, the same query path used by tag_attachment. The resource six-segment is passed to GetResources as-is, so no field decomposition is needed. It returns the *tag.Tag whose TagKey equals tagKey, or nil if the resource or the tag key is not found.
