func Open(ctx context.Context, cfg config.PubSubConfig) (pubsub.Broker, error)

Open returns the broker selected by cfg.Type (memory | redis | postgres). An empty type selects memory. Network backends verify connectivity before returning; ctx bounds that startup work only.
