func NewCommand(_ *config.Config, globals *flags.Options) *cli.Command

NewCommand creates a new lint command. The file --include names is what puts the application's own classes and functions in the name registry, so the same flag that makes a request find them makes the checks know them. The configuration is what every command constructor takes, so one signature covers all of them. This command reads it through globals, which main fills from the configuration before any command is built.
